Appropriate dating and kissing age?

my elementary school friend is already serious dating. she doesnt seem to get that she isnt mature enough to start dating boys. she wants to become blonde haired blue eyed and really tan and once she got a water tatoo on the tramp stamp spot. she has total trust in guys and kisses already and goes on real dates claiming "shes in love" but shes going too fast with boys and she wears super small clothes, and puts dance vids on youtube. I think she will get preg soon
