I was just pulled over in Illinois buy a state trooper and he asked me a lot of personal questions. Can He?

The short answer is yes. The line of questioning may have been to determine if you were under the influence, or possibly your vehicle match the description of a suspect vehicle wanted for an unrelated crime. As long as the questions weren't of a ual or of a racially discriminatory nature, a police officer can ask questions to confirm or eliminate you as a suspect for a larger crime other than the vehicle code violation for which you were stopped.
