When ethanol is mixed with water on a 1:1 ratio, is it acidic or basic?!?

The pH is most definitely not in the 15's. A standardized ethanol pH test (pHe) reveals that a 1:1 ratio of 200 proof ethanol and distilled water has the pHe of approximately 7.36. This will vary BUT ethanol cannot be certified to be sold if the pHe is lower than 7 but higher than 9.
