New jersey 2 stroke rs 125 or rs 250?

new jersey doesn't require for motorcycles to get inspected any more so would this make owning one of these machines easier. and to ride on the street?.. i know two strokes are illegal to ride on the street regardless but i like living on the wild side ;D.. also if you had any steps of registering a two stoke please share =]
